Governance Crisis Rocks Oceania Taekwondo as World Taekwondo Reviews Disputed Extraordinary General Assembly

A governance dispute within the Oceania Taekwondo Union (OTU) has escalated into an international issue after a disputed Extraordinary General Assembly (EGA) was held despite concerns over compliance with the OTU Constitution and World Taekwondo’s governance framework.

The meeting reportedly voted to remove the Union’s elected President, Maher Magableh, from office.

Under the OTU Constitution, an Extraordinary General Assembly may only be called by the President following a written request from at least one-third of the Member National Associations (MNAs), supported by valid reasons.

The Constitution also requires one month’s notice and circulation of the meeting agenda at least 14 days before the meeting.

It is alleged that these constitutional requirements were not followed, raising serious questions about the legality of the meeting and the validity of the resolutions adopted.

After the meeting, the OTU Secretary General circulated the meeting minutes. Under the OTU Constitution, the minutes are intended to be distributed only to the OTU Council and Member National Associations.

Instead, they were also circulated to the Presidents and Secretaries General of all Continental Taekwondo Unions, World Taekwondo Council Members, and members of the media.

The publication of disputed and unresolved allegations beyond the authorised recipients raises serious legal concerns, including potential defamation claims, and has caused significant reputational damage within the international Taekwondo community.

Before the meeting proceeded, World Taekwondo formally placed OTU and every official involved on notice of their obligations under the WT Statutes, warning that officials could be held individually responsible for authorising, supporting, organising, conducting, or participating in the disputed EGA.

WT also confirmed that its review would continue regardless of the meeting and that any resolutions adopted would remain subject to its assessment.

The dispute comes despite what many regard as one of the Union’s most active periods.

During the past year, OTU delivered multiple international competitions, development programmes, educational activities, and governance initiatives, including the OTU Gala Dinner, attended by World Taekwondo President Dr. Chungwon Choue, reflecting the growing profile of Taekwondo in Oceania.

The crisis has also raised allegations that a small group working behind the scenes has supported the OTU Secretary General, the Senior Vice President, and several Council members in an effort to remove the democratically elected President and halt the Union’s reform and development programme.

Having invested significant efforts over the past years to strengthen the development of Taekwondo across Oceania in preparation for the Brisbane 2032 Olympic Games, World Taekwondo now finds itself facing an unexpected governance and political situation triggered by the actions of a small number of individuals.

Given the federation’s long-term commitment to expanding the sport and supporting its Member National Associations throughout the region, attention is now turning to what measures World Taekwondo may take to address the situation while safeguarding stability, constitutional governance, and the continued development of Taekwondo in Oceania.
